5'9", 165 lbs. gunna go with something shorter, like a 171cm.  but which one? the new and revised way to describe what i will ride: 50% park, 15% groomed, 15% powder (if i go anywhere big), 20% everything else in between and what not.
i was thinking Rossi Scratch 140 bindings. any other recommendations? supposedly the t-halls are very flexy and soft, and i need something for everything.

any of these are solid choices for the skiing your planning on doing. The T hall will perfor best out of all these in the powder and backcountry. It is Tanner Halls choice ski for bc jumping so you know that it will perform well. The El ray is a more playful and messin around on the mountain type of ski that is built for small to medium jumps. The ar6 will not perform well at all in any bc or powder situation so you might not want to go with that ski. So really it all comes down to if your hitting large jumps or not. If you are, then go with the T hall. If not and are looking for a ski that youll have a lot of control over, then go with the el ray.
